It's as easy as finding some windows icons and wallpaper(s) and just going to town on it. You can make your own WA3 theme or use an existing one as a base for the look you want. My preference is to use an existing theme and components and assemble them to my liking.

A good place to start is to look at what others have done and find a look and feel that you think would work for you.
