Yes, use UI Tweaker to change the top and bottom bars.
Open UI Tweaker>>Select TdyScheme Changer and click "Launch"
Select Windows Mobile 5.0 (middle Option) and Check "Use Base Hue" and "Non-Greyscale" and move the slider to which color you want your Taskbar and softkeys to be.

Actually if you use UI Tweaker and select "WM5 Color Change", then select "Softkey Background" and Taskbar Background" from teh drop down menu and set each one to R=0, G=113, B=132 you will get the top and bottom bars to match the color that are on the pic above. Hope this helps if someone wants to match the colors

Well I took the screen capture than Mala had and basically put it in photoshop to extract the color of the top and bottom bar.
