Rl Today Help

i am a noob i am actually pretty good on picking up things
but i installed RL today, i wanted to install the RL theme on this form
http://forum.ppcgeeks.com/showthread.php?t=15662

in the readme file it states to install SYS-to-REG
i found one online but itmight be a bad file i got since i cant install it
any help would be greatly appreciated.
