help with TGETFILE

hi.

i recently bought a verizon xv6900.

i am desperately trying to get the pocket snes emulator to work, but i am having installing the cab 'tgetfile.dll' which is required in order to open the individual roms.

do i need to unlock my phone or something?

all of this is completely foreign to me. (obviously!)

any help would be appreciated more than you could possibly imagine.
