Yes spot on, that is why Google pushed for open networks, and the open handset alliance.

While maybe empowering phone owners to take control of their OS on their phone may not be a goal of Android developers, manufacturers, or carriers.... it is a benefit. Pretty much all of the manufacturers take steps to prevent it. However much like the Iphone, once a developer on already manufactured and released phone (HTC G1) has root access their limit is their coding abilities and hardware capabilities. Since Android code is Open Source they can pretty much Mod, tweak, anything in the OS (again, unless there are specific proprietary code embedded in the phone OS).
Yes. Now we're on the same page. Only thing is Dev phone 1. Yes, it is a device U can put Android in the sole purpose of developing the use of an Android OS. But it cannot be use as a personal handset or be sold as a phone that can be used under any carrier.

Yes it can. Google it. There are users out there with them on ATT and TMobile.

It's pretty much the only phone out of the box that has an unlocked bootloader allowing you to modify the OS.... however it doesn't take much to get to that on other Android phones.

The Dev phone is basically a Sim Unlocked, and bootloader unlocked HTC G1. Anything you do to a Dev phone you can drop into a rooted G1.

Oh ok. U can prolly use it as personal but not sell it. Here is what is says about the Dev phone:

Note that Android Dev Phone 1 devices are not intended for non-developer end-users. Because the device can be configured with system software not provided by or supported by Google or any other company, end-users operate these devices at their own risk.

Yeah. It is a truly open device. Allowing a general user who knows nothing of development to really shoot themselves in the foot.

Not sure of you age.... but if you are familiar with Windows 3.0 ... this type of phone can be the same type of thing. I remember seeing countless Packard Bell customers on Windows 3.0 computers coming in complaining their computers didn't work.... after they decided to delete programs (OS files required to make windows work) they thought they didn't need.

An untrained person could easily brick the phone.

I did not know of that. But yeah pretty much the same type of thing.
