How Tro pro retieves weather information ?

I run SBP Mobile shell on my Tro Pro, there is a weather application.
How this application gets weather data ? from phone signal ? from Internet ?
Does this cost, either on my phone bill or Internet data consumption ?

It gets data via data connection/internet. The cost depends on your data plan.

And I don't find it to be very accurate either, at least in my area. Said rain all day yesterday while every other source said sunny skies. Sunny and 80 all day!

That would be the feed used, probably Accuweather. Most utilities allow you to change the source somehow.
