PRL v60650 never takes

I have a Treo 800w, a Samsung M520 and a LG 160. Each of them needs a PRL update. For example my 800w has 60613. All 3 lines have been flagged for the update. When I dial *2 each of the 3 phones prompts me for the update. Eventually, after several "updating" messages the Treo and the LG start into the customer service options. When you hang up the phones restart. On the Samsung it says "Update Unsuccessful." When you go back into the settings, none of the 3 phones have newer PRL versions.

I talked wtih Tech Support and they tried a bunch of stuff but eventually said "my computer says it was successful so it must have worked." Nevermind the old version numbers on the phone.

I've been trying *2 for about 10 days now, including different Sprint towers and even different cities.

Any ideas?
