Actually, the new rules only apply to carriers that lock their phones and have the ability to unlock. Sprint and Verizon don't lock the phones, they just don't allow phones that the MSL is not in their system. I double checked this and was told by the FCC (not the patent office) that this only effects GSM providers. Sorry.
