Googlevoice to make calls off wifi in Europe?

No. Google Voice uses phone connection (not data) to work presently. To do VOIP requires an 'SIP' which Google Voice doesn't have yet.

There are 3rd party VOIP services for Android which I haven't tried. The thing is that once you go that far (over seas) from your SIP it becomes unusable due to lag.
