Will Restoring NV Lock Unlocked Sim?

I'm about to reflash my nv file cause installing a new rom and experimenting with it I had to hard reset and my cdma nv number got messed up somehow so I might attempt to restore it... I have two numbers on my phone one for gsm and one for cdma, which I get free cdma minutes...

the SIM unlock should survive a NV reflash. I ended up giving a spare NV to another user who had bricked their unlocked phone, and I know that my NV was on a locked device. Their device remained unlocked.

I think that the SIM unlock is written to the phone's radio firmware, and not to the NV. I've looked for a way to unlock it via NV, but there isn't any way to do it.
