Install this cab then soft reset it should fix your problems. Cab is daylight savings time patch from Microsoft.

Re: Day Light Savings time
Mine adjusted automatically, running stock WinMo v6.1 ROM. Looked, and indeed I have a checkmark in "Time synchronize with mobile network automatically" and here's where I looked:
Start Settings Personal (default tab) Phone Services (tab) Time Synchronization Get Settings... Hope your path, BobO, is same or close, MrG |

Re: Day Light Savings time
yeah mine didnt change either. i ended up manually changing it and then my txts were messed up. set it ahead an hour then set it back an hour again then shut the phone off. then my txts were normal. and i am still using the rom in my sig.

Re: Day Light Savings time
Mine was changed automatically as well. I remember when I set my device up a long time where, when you have to align the screen by tapping the corners, there was an option to allow daylight savings time. Maybe you didnt check that, I tried looking in the phone for that option and cant find it. But hopefully that cab file should have fixed it!
