Verizon Vogue GPS free of data, minutes, or any other charges

I'll try not to sound like an idiot in my first post.
I am trying to use GPS mapping software with my Verizon HTC Touch Vogue XV6900 NM8VOGU100 phone. (Boy, this thing has a lot of names)
I have used the PPCKitchen to flash my 6700 many times.
I tried flashing my 6900 with one of the GPS capable ROMs.
( I think that I followed the instructions correctly)
I have also tried the PPCKitchen on my 6900.
I was not able to get GPS signals with any of the settings or ROMs I have tried. I switched back to the stock ROM because it seemed more stable and I was missing calls.
I have used the 6600, 6700, and 6900 with a bluetooth GPS and TomTom and Mapopolis, so I know how they work. My bluetooth GPS died, and if I can use my 6900's internal GPS, I won't have to replace it. If I have to pay Verizon for GPS, I will just buy another BT GPS.

Is the internal GPS able to work without help from Verizon?
(data or VZ navigator)
This should be an obvious question, but people seem to confuse GPS with AGPS (Which will incur charges.)
I have only the pay-as you-go data plan, and I want GPS as cheap as possible. If someone can verify that it is possible, I will try again now that I don't have a dongle to fall back on.

Sorry this is such a long post, but I don't want any confusion about what I need. I know that there are many posts that should answer this question. I have read most of them, but they seem to contradict each other.
