Yeah bro. that is SPB mobile shell 3.0 with a spb them or just a wallpaper, kinda hard to tell from the screenie. Here's the program....not a ROM... don't have to back anything up or unlock your phone etc..and just uninstall when your tired of it. There are plenty of themes for this and if you use the "SEARCH" feature on this site you will find all you need and more. Also... smartphonejunkie.com has quite a bit over there for this. Enjoy bro...
edit.... I can confirm that is just a wallpaper bro... all icons and layout you will see when you download...just not the wallpaper. But you can find it around I'm sure..
