MSVC not announcing calls

I upgraded from NFSFANS ROM V1.18 to v1.31 on both mine and my GF's phone a few days ago. I have been using MSVC for over 2 years so I know I have the settings correct and they are the same on both phones. Her phone will announce incomming calls, and mine won't. It goes quite as if it were going to announce it, but nothing other than a little chime plays. The registry settings are the same. I checked app data/volatile/ and there is the TTSCallerID.WAV file there, and it is correct for who called last, just for some reason it won't play. This occurs right after a fresh hard reset with no other programs added.

I tried the regedit to change from Voicecommand1 -> Ring and upped the attenuation volumes, but its a low quality bandaid solution and is pretty much unusable.

If anyone knows why this is happening I'd be gratefull.
