Advanced Networking Tweak

I'm looking for a cab file, or even a full ROM for my Sprint Vogue that has the nice & quick network settings very similar to Win XP's Network Control Panel. It allowed for quick stable VPN connections and also had a quick icon on the today screen once connected...does anyone remember what cab this is?

I had a ROM from "Old Man Jenkins" a while back that included this but cannot think of the name for the life of me... Ever since I flashed a newer ROM I haven't been able to find it. If anyone knows what it is called, I would appreciate it!
