opera 9.63 cab wanted

is there one available somewhere? I have no idea how to make a cab file and would like to install without pc.

Opera 9.63 is for windows, not windows mobile. Opera mobile 9.5 is available here http://www.opera.com/mobile/ for download, or you can search here for numerous cabs and builds.
