Internet Roaming

I know this will be a dumb question for most but I am stumped. My service is through Alltel when I roam I cannot access the internet. Calls work fine but I cannot download any data or get web access. I seem to have a good digital signal, any ideas?

I have the same problem with Sprint. I can call & text but cannot use the internet.
