For your first question: You could make a copy of CommManager.exe and rename it Biotouch.exe

As to the screen brightness question, no. The brightness level is controlled by Windows Mobile. It can also be controlled by registry values:

HKEY_CURRENT_USER\ControlPanel\Backlight
ACBrightness - value 1 to 10 determines brightness when connected to charger
Brightness - value 1 to 10 determines brightness when not connected to charger

There might be a program that just changes the brightness, but I haven't seen one. Most of them are built into a UI.
