If you're talking about MP3s, then there are a couple things you might be able to do that will make your files have greater volume.
(1) If there's any 'headroom' between a song's max volume point and the max level possible, then you can use a desktop PC app to move everything up by that amount. It's called normalizing, and typical programs can batch process an entire folder of songs quickly.
(2) If you encode your own music files, then you can use a process like radio stations do, called dynamic compression, to squeeze waveform peaks up toward the max, before encoding from WAV to MP3.
