Tethering Touch with WM6.1. Step by Step instructions

Newbie with all of this and Need Help TETHERING my Touch.
I have WM 6.1 and Windows Vista installed on my laptop.

Can someone post:
A) Step by Step instructions on how to tether straight up
Or
B) Instructions on What to do after UNZIPPING .CAB File
