no, the hlr's are not something you can access, it a server that the cell company uses to hold your device/subscription capabilities. why are u wanting to back up the info?

i needed to do a hard reset so i dident want to talk with the tech support again

nah, the hard reset just returns the phone back to the way u got it at the store. its still programed is still there, just the memory is cleared.
