Change rom after installation?

So this is probably really silly, but I'd rather ask and look silly than not ask and wonder. So simply put is it possible to edit the rom after it's been installed on the phone. Like make changes to add or remove items for install, more so to kill the damn preloaded pics in the basic rom?
