Customizations from buildos never run on my Sprint 6900 on VZW network

Hey guys.... im practically there. ive got data working, im still stuck in roam (this might be permenant but im on AM2 plan so no roaming fee) But for some reason only a select few custom made roms actually end up executing the VZW customizations after bootup. All buildos made rom and some custom made roms the VZW customizations just doesnt run after i install or hard reset.

I run the carrier cab afterwards and that does what it should but why would the buildos customizations not run? Certain roms run no problem but ive installed BuildOs on two different pcs and setup a Wm6.1 rom on both and applied it to my 6900 on both but still no customizations. I just tried using the new 20273 kitchen and no go. I just cant figure it ut.
