no vibrate or sound with text messages

Whenever i restart my phone if i get a text message or voicemail it doesn't vibrate or ring. I have to manually go into the sound and notifications option and check mark them back. Then if i restart my phone all the check boxes for the voicemail and text messages are unchecked again

Can someone please help me
