In redgards to the OP,
I am having the same trouble, i just downloaded everything to update to the new 3+ radio on my touch, and i got the RUU up and running and everything synced with my Vista laptop and i got an error, It wouldnt upload the new rom to my phone and said that it was the wrong RUU for my phone. I am also stuck at the tricolor screen.

After reading the first post on this thread i decided to run it on my home pc with windows XP and the phone is accepting the new rom as i type.

I dont mind using vista but just little things like these make me want to update my home pc and just use xp all the time and leave the vista laptop for entertainment only.

Just wanted to say im glad you posted! my phone is now at 83% and im really glad its working!
