Customization prompt never appears after new rom install or hard reset

Hey guys i dont know if this is normal but i never get the customizing screen the one that states customizations will star in 3 seconds after i install a new ppckitchen rom or after a hard reset.

i had a feeling this is normal and im missing something obvious written somewhere but then i downloaded a custom made rom and the customization did run... however a file was missing in the customization startup (mortscript which im downloading now and going to place on the phone then do a hard reset)

So anyidea why i would have problems with these carrier customizations? Think it has something to do with the fact that im using a Sprint 6900 on my Verizon account? All the settings i could find and unlock. But a customization is a file set to run, its possible to run a Sprint customization on a Verizon phone on accident... so i dont see why my phones model would stop it... but then again i dont see why it wouldnt run at all.... unless i am missing something obvious.
