I got things working, and the fix was easy: do an SD-card update with a new card. The original card was NOT FAT32, but the update worked perfectly once I bought a new card & adapter and formatted it in a PC.

After restoring to original ROM via SD, I tried to update to GPS via USB from a different PC, and it failed again. Same symptoms... SD update to GPS worked fine. I'm done with RUU.

If it fails from different PC's it's either a bad USB cable, or the USB connector on your phone is bad. Can you transfer large files (100mb+) to your phone via USB?

Trying to flash the original 1.12.651 ROM gives Error [328]: Invalid Command. Note that this package has 2.13, which doesn't match my 2.01.

Re-flashing with the official GPS ROM will either:
  1. Cycle the bootloader screen a few times, show "congrats" on the PC, leave the phone hanging in bootloader and give no other change.
  2. OR show progress to 1%, then immediately indicate a successful update and make no other change.
I've tried numerous hard & soft resets without success.

Finally, I tried using VOGUIMG.NBH on the included storage card, but the phone never seems to load it. This is with both the 1.12.651 & GPS ROMs. I don't have an adapter to use this card directly with my PC, so I copied the ROMs using ActiveSync's explore window.

The unbricking posts don't really match my situation, and I'm afraid to fool around too much more. What's my next step?

first off you dont have a radio your gonna have to either flash to a rom that has the radio in it or just simply flash a radio and as for sd card flashing you first have to format your sd card to fat32 then rename the ruu.nbh to voguimg.nbh the flash if you dont format it it wont work

Yeah, I've had no issues transferring files, etc. The RUU process went to 100% then failed, in case that means anything.

Yeah, I figured out that the OEM card wasn't FAT32 as soon as I bought another one.

But why did my phone still have voice & data with "no radio"?

The update does 2 nbhs. the first one loads a intermediate radio that is not intended for use. It does function as a radio, but it has no version numbers. It's only intent is to update the software enough to load the new GPS radios/roms. The device will normally reset and start the second part of the update after this first part loads and complete to 100%. If that first update gets stuck however the update doesn't like to start from that intermediate radio via USB. Once you get a fat32 sd card set up though it completes fine as the unbricking thread mentions.
