Can't find the reg hack to fix finger scrolling

Just installed the new 6.1 rom and can't find the registry hack to make finger scrolling (in things like email and documents) usable. I remember changing this on the old rom but I cannot seem to remember exactly where it is in the registery.

change the Dword value to whatever you prefer, 9000 is a good start.
