Is there ANY way to remove a program that came on a custom ROM?

No, but you can delete it from your /Windows/Start Menu/Programs folder so that it doesn't show up in your programs list.

if u install the program via cab and then uninstall it it technically gets rid of the program....idk if this works for everyone but it works for me
