How do you get the vibrate mode to stay?

I have flashed a number of ROMS, & almost all of them I encounter the same problem. When I put the ringer on vibrate, after I call someone or receive a call, it automatically switches either to no ringer or vibrate, or it switches to ringer on with volume at min. level. DOes anyone know of a fix for this?
