Disable AS notifications

Well I want to disable activesync from starting up with the phone and only startup when the cable is plugged in. I know I can do this through memaid or sktools but I want to know if there is a way I can do it so upon flashing my cooked rom that it disables it automatically and not have to install the programs to do this.

Is there a cab or registry edit that can be applied?

Activesync is tied into several applications and can't be entirely disabled. The one thing you can do is shut off automatic time synchronization in phone settings, that makes a big difference.
