Bluetooth DUN Help Needed

I can not figure the BT out and I'd appreciate some help please.

I have a cheapo BT usb adaptor using BlueSoleil. I have it installed and it has discovered the Touch. On the Touch I enabled ICS with PC Connection = Bluetooth PAN and Network connection = Phone as Modem.

I first initiate a connection on the Touch and it connects okay. But, every time I try to initiate DUN on the PC I get "RAS failed to start". What else do I need to do? I read that I need to enable a new connection on the PC but I'm not sure how. When I try to add a new connection "Dial up Connection" is disabled. I need to get this working soon as I am going on the road next week and will need internet access on my laptop. Thanks for any help you can offer.
