Automatic Prepend, Plus Code Dialing ("+" TO "011")

I am using JD's Custom 3.xx's Rev-a GPS ROM's and I lost the automatic prepend, where my vogue, previously on the Sprint stock ROM, used to automatically replace the "+" by "011" for international dialing.

The plus code dialing I got enabled from the registry, but the automatic prepend does not exist under HKLM\SOFTWARE\OEM\PHONE SETTINGS\

Is it possible to add that prepend? And will it convert the "+" to "011"?
