HTC Home plugin problems!!??

any time i try to install a new home plugin such as the HTC Home customizer or the LG Prada plugin it can never fully install it gives me a message saying that installation was unsuccessful because it does not have sufficient system permissions. any ideas as to why i get this message??

Hey, My friends vogue/touch was having the same problem
Seems the phone can bog itself down after you run it,
All I ended up doing was soft reset and installing
it before opening any other programs other than
file explorer to find the program.
You might try that, it worked for me
