This is over at xda-developers from (ather90).

[all right here is is how its done

extract the file shell32.exe from rom (or copy it from the windows folder of your device), there is the flag icon included, replace it with our own icon (resolution 21 x 18 pixels) and save the file with a new filename. copy it to your device in windows folder and change the registry settings "HKLM\init\Launch50" to the new filename. restart your device.

I'm not sure if this works because I'm not exactly sure how to do this. If someone wants to give this a try and report back. Greatly appreciated. Also maybe a step on how to. Thanks T M Z

Ok, os I was a little off...way off I think... Actually, the file is located here:

\windows\flag.2bp

You can change it to flag.ico and edit it, but the only way to get it back on your device is to reflash.
