outlook not recieving

i have tried searching and did not see what i needed. i have outlook set up on my pc and on my touch. when i sync my phone all my outlook email that i have pulled up on my pc gets synced with my phone, but i can not hit the send and recieve on my phone while i have outlook open. how can i fix this?
