MSVC certainly does work on the Touch, and it announces incoming calls either over the device speaker or BT headset, but some hacks are necessary to make it work. If you do a search in the forums here, you will find much discussion on the subject. There are various fixes around. I am attaching the one that I have used, but you will need to do a search here to see where you need to put each file in the archive, as I don't have the instructions handy. But it does work perfectly (other than the known confirmation issue) once you do this.

Thanks CMeys! I found the directions on where to place the files over at xda-developers and it works. Below are the directions in case anyone else wanted this functionality:

Disable Voice Command before you attempt this

Overwrite your existing files from the zip. Make sure you can see hidden/system files

\Windows
VoiceCommand_PPC.cpl

\Program Files\Voice Command\

VoiceCmdRes_PPC.dll
VoiceCommandWMP.dll
voicecmd.exe

Enable voice command.

Start-Settings-Personal-Voice Command. Uncheck "Enabled", click "ok". When you're done copying the files, go back in and check "Enabled" again.

I am willing like to try this software and hack to test compatibility with Vogue 6.1 custom roms.. But I don't have Voice Command on my rom, or the install cab.

MS Voice Command announces calls just fine on my HTC Touch (Vogue). I didn't install a cab, I cooked MSVC into my rom using the PPCKitchen.org kitchen.
Certain builds of MSVC work with certain roms, you have to have the right settings...it's a pain to get it to work. You just have to find the right combination of your Windows Build and the MSVC Build

I'm using the WM6.1 Build 20748 and MSVC 1.6.19965.
