Sounds like you already figured it out. Yes for Windows directory and yes it needs to be a wav file. Have fun.

I have also put the WAV file into the Windows folder...However when I go to select it from the drop down it always reverts back to default. Any thoughts?? I have used WAV files with sizes from 10kb to 50kb. I have looked for this answer EVERYWHERE!

Hook your phone up to activesync, click explore, paste it into that directory that opens, not in anyfolder. Wav or mp3.

Yep can be wav or mp3, you have to put it into your device\application data\sounds folder and then you should be able to use any of those as txt sound notifications.
