Active Sync question

I use the PC to sync my caldender and contacts to my Touch but use an exchange server not associated with the PC to sync my mail (mail2web), When my Touch is physically connected to the computer thru USB and is charging, when I get an email it does not notify me. The emails only come thru when I disconnect the phone and then they pop up. Is there any way to change this so it will notify me and show I have an unread message even when it is connected to the PC? Is there a setting somewhere?
