htc touch overclocking processor

I realized that sometimes the htc touch is slow , i was wondering if there is any safe software free or paid that can over clock the processor.I understand there a program that you load on the phone and its installs itself and overclocks the processor maximum of 15% or programs that can give you more memory. I have had to reboot and take out the battery twice now when i was on the internet because the screen just froze..not to much but better than nothing...any suggestions would be great.
