Round 2 Unofficial PPCK Build Updates 21027, 21028, 21040

Has anyone had issue with GPS not working with 21040 on the Titan? It works fine for me with 21018... I keep flipping back and forth between 21018 and 21040 trying to figure it out and I can't. I have even taken the selections file used for 21018 that had working GPS and chnaged the line below
From:
[BaseGroup]=GroupFile=Groups\BuildBases\WM6.1_96DPI_QVGA_Drel lisdee_21018_0409.txt
TO:
[BaseGroup]=GroupFile=Groups\BuildBases\WM6.1_96DPI_QVGA_Drel lisdee_21040_0409.txt

to ensure that I had all the exact oems used in 21018 and GPS still didn't work. I thought 21040 was ridiculously fast and would like to go to that build.
