Given that, my thoughts are:

Try your carrier's most recent Official ROM.
Make sure your USB connection is straight to the computer (no hubs, no other USB devices on the line, hubs often split one USB line into multiple, which lowers the amount of power available to a specific device if the hub has more than two devices to a line. Your update could fail if other devices are leeching power from your phone's connection.)

Otherwise my guess would be to say that you've got a faulty device, did you ever sucessfully flash an Official ROM to it?

Also let us know what your device info is, ie Radio Version, ROM version, etc...

For some reason when I use OMJ's roms (manilla and non-manilla), my sms text messages are randomly sent with a high priority. I tried to change the HKCU/Software/Microsoft/Inbox/Settings/OEM/SMSEnablePriority to 0, which removes the option to pick if it is a high or normal priority. But I still have the same problem. It's a real pain to keep checking what priority the message is being sent with. Is there a registry option I can add to force the priority to normal? I have tried WDM's rom, and I don't have this problem (just a bunch of other ones

) Any ideas?

I am currently using OMJ's V3 custom on the Bell network.

Are you going to be updating the 3.09 ROM v3 to the latest M2D update given the issues reported with the previous updated of M2D?

Tried sprint and bell to upgrade radio didnt they come up with a connection error and it is connected directly via usb (no hubs)
and when it boots it does not show anything but no radio

can you guys help me with a problem, here whats up....
i have 2 touch's right...... my new ones gets evdo no problem..... but the old one, it will only get evdo when set to home only..... but when on home only, it only gets a signal like once a day from whwtever tower that it tries to connect to on home only...... its wierd..... i change the esn on my alltel account from the working evdo touch to the other one..... and after it dials #777, it switches to 1x..... thats with several different custom roms tried, alltels newest official rom...... still wont get evdo..... anyways, heres the phone details in device info:

Rom version: 3.10.671.1
ROM date: 9/22/08
Radio version: 3.42.30
protocol version: DCAAXAM-4350H
Hardware version: 0001
PRL version: 30033 (alltels latest for the touch, same one working evdo touch has)
PRI Version: 2.02_011

just so you know, it currently has alltels official 6.1 rom

forgot to say, when my rome icon is flashing on and off is when it will not get evdo..... if its flashing, no evdo, and if its not there at all, gets evdo....... but thats very rarely that it gets the signal from that home tower....

How do you mean "to upgrade radio didn't they come up with a connection error" ? This error message you're recieving, if you're trying to flash Official ROMs and it's still a problem, call up HTC and get more info about this error message, tell them Sprint told you to call them... and if you get nowhere with that you might have to call up Sprint, but you might be SOL then.

Dude, that couldn't possibly get more confusing. (Read it 5 times, still not sure I get it.) It sounds like this behavior happens on Official ROMs too (if I understood you)? One thing to note about Alltel is that the PRL's in the 3xxxx series do not allow EVDO Roaming on Sprint, to manage that you'll need to get yourself a 4xxxx series PRL. I know that probably doesn't cover all of your question, but that's all I can help with since I don't fully understand what's going on. ok, sorry for not explaining it good...... first thing, the 30033 prl works just fine and gets evdo on my new touch.... so i know its not that....
and yes, it does it on official and custom roms...... when my rome indicator is flashing, evdo will not work... but the only way to stop the roam indicator from flashing is to set it to home only, but it barely picks up on that tower, such little reception with that tower that its got no service more than it has service..... so its something like that touch doesn't want ot use evdo when the phone thinks its roaming..... not sure..... any advice would be nice though..... thanks in advance

Check out that link about PRLs, and what I said about Alltel 30000 series PRL's not allowing EVDO while roaming on Sprint.
