In conversational terms ... it is a utility that was created / customized by Sleuth255, who I believe, primarily posts over on XDA.

It is essentially an application (which can be integrated into a ROM/Kitchen) that is setup to (primarily) automatically run at the tail end of the ROM initialization process. I say primarily, because as I understand it, you can run the application at any time.

The application reads in an input file from the root directory of the microSD card and executes the commands included in that text file. My observation has been that it is used primarily to install supplementary programs that may not have been included in the ROM as well as to configure registry entries.
