I'm so pissed.

This is the 3rd HTC phone that I've had and this is the 3rd that messes up. Won't turn on, just says Touch Pro, vibrates and then turns off and back on and says Touch Pro and vibrates and turns back off... Does it over and over and won't stop unless the battery is removed. Fully charged. IDK, I'm pissed if any of yall can help then it would be greatly appreciated.

Are you running stock ROM or a custom? Does it happen if you have it plugged into the charger? Did you install any new software or make any changes just before it started? It could be a number of things causing it so answers to these questions will go a long way in finding a possible solution.

It's completely stock, never modded it, added anything. Just software update a while back. It doesn't matter if its on charger or not. Never made any changes or anything like that. Just randomly occurred last night.

You need to do a hard reset or even possibly reflash the ROM.

How do I go about doing that? Does the phone have to be on because if so then I can't do it.

Going form memory here, someone correct me if i'm wrong.

With the phone powered of...

Hold down the volume down button and enter button. With buttons still held in, power on.

You will then see a screen with instructions to hard reset phone.

You've got it close... a hard reset is Power+Volume Down+D-Pad Center button, while holding those down, press soft reset button. Device can be on or off while doing this. As whitey10tc said, if that doesn't work, see if you can get the phone into the Bootloader (Power+Volume Down+Soft Reset) and try re-flashing your stock ROM. If you can't even get it into bootloader, then you'll most likely need to get it repaired/replaced.
