USB app when plugged in?

Does anyone know the name of the ap or where to find it when you plug your usb cable in from a computer and it comes up asking you what you want to do: IE. usb data, active sync, or internet sharing. you select one you want then it loads it.

I can't seem to get it to start again. Any help?
