***REQUEST*** New Notification Menu access?

Basically, is there a way to make it so the notification screen is a floating screen that you could just slide down? Kind of like the Android menu, but from the top down and the menu is the notification screen from the Manila 2.1? If not, then is there a way I can run a Adobe Flash exe, or Flash movie file on the phone so I can build it myself (using what I already am versed at :P) or would I have to learn C# with a WM 6.1 SDK?
