After reading up on it, cause I too was wondering what it does and what was the big deal.
Once you get a Google Voice account, you get a number which can ring up to 6 phones all at the same time, I guess after you enter the other numbers in the GVoice setting menu. Example: Lets say your GV number is 563-583-4632.....you can have it set to ring your mobile/home/office/onstar at the same time...etc.... Pros Unified communications through one single phone number. Voice to text transcription of voicemails. Free calls to the US. Competitive rates for outgoing international calls. Free service, open to anyone. Many interesting features, including call recording, conferencing etc. Cons Existing phone number cannot be ported to Google Voice. (Update: this is changing soon) Available only for users in the US, as calls cannot be forwarded abroad. Outgoing calls cannot be recorded.

You got the gist of it. You can also free SMS messages. Plus you can combine Google Voice with other services to get free incoming/outgoing phonecalls (see: http://forums.slickdeals.net/showthr...id=0&t=1475191 and http://forums.slickdeals.net/showthr...id=0&t=1480557)
This app basically brings up the mobile version of the GV site. From there you can check your voicemail or make a call or send an SMS from your GV number. Quote:

My father has this app... has been using it now for about a week. I only see 2 things wrong with this. 1. I will ring any numbers you put into it, but if one happens to be a land line with voice mail attached you better set it for 6+ rings... otherwise you will only have about 2 rings to answer you cell before it rolls over to VM (in other words it takes about 2-3 rings on a land line before you cell starts to ring) 2. Once you answer you cell it will not automatically connect you to the call... you have to answer an automated message asking you if you would like to answer the call. (not sure why this is...) I think that it's because the CID that comes up is the generic Google one... but don't quote me on it.
Other than these to things (which I'm sure will get worked out) it's a great app for people that have to run between 2 or more phones! (just make sure you set your answer machines appropriately!!!)

LOL yea cout_Chockula thats true lol but google needs to fix that. this works great on 6.1 devices and just ok on 6.5.
