Can someone explain what they SYS numbers mean?

I'm currently using a 21731 rom (wm6.5). I see the numbers going up every few weeks for the latest roms.

What is being improved as the later build numbers come out?

Are there tweaks or bug-fixes I'm missing by not being on the newest? If so, what kind? (How important?)

Is there a way to tell a major advance from a minor update?

Also I understand that some prefix numbers represent builds released by MS, others by HTC and others by carriers. Which are which?
