This is how 6.5 is set up. You can hit start, then scroll to settings. Tap and hold settings, and click "move to top". At least this way the settings will be at the top of your list when you tap start.

i believe there is a 6.1 drop down menu for 6.5 but i could be wrong i believe i seen it here and also on xda

well i cant remeber what its called cuz i love the start menu going to the programs and what not its not really that bad... if you go to my longhorn rom page and look at the pics, my programs are organized into folders so its not all cluster and ugly looking

The drop down start menu you can use with 6.5 is called QuickStart I believe.
