Washed out photos? Is there a fix?

Was taking photos today while kayaking and god they all suck only due to the fact they all look washed out. Why do these phone makers consistently release phones with cameras when they are borderline pointless to use?

Or maybe I am just untrained and there are secret ways to making these 3.2MP cameras work like actual 3.2MP cameras?
